Memo 1: | The County of San Diego (County) will be seeking a qualified Design-Build Entity (D-BE) to design and construct Phases 2, Juvenile Hall ("Hall") and 3, Juvenile Probation Center ("JPC"), of the redevelopment of the County's Juvenile Justice Campus. The Project is part of the phased replacement of the San Diego Juvenile Justice Campus, located at 2840 Meadowlark Drive, San Diego, CA. A Request for Statement of Qualifications will be issued within the next 60 days.
The Project will include the demolition of approximately 85,000 square feet of existing buildings (current Hall) and construction of approximately 65,000 square feet of new buildings with an option to construct a multi-level parking structure (300-500 spaces.) The Hall will be inside a secure perimeter to be constructed as part of this Project. New facilities will include four (4) one-story, secure single occupant housing units for 72 youth in 12-bed cohorts. Each housing unit will contain two separate 12-bed cohorts, with each having its own outdoor basketball court sized recreation area (6 total.) New educational facilities will consist of 6 classrooms and 2 multipurpose rooms capable of also being used as lunchrooms (2-3 separate buildings.) An additional building will house holding rooms and meeting rooms for business with the adjacent Juvenile Court.
The JPC will be sited outside the secure perimeter to the north. It will be a single story 15,000 sq ft office building to house approximately 65 staff.
The optional parking structure will be outside the secure perimeter and north of the new JPC and existing Juvenile Court.
The Project will include approximately 5 acres of sitework (excludes parking structure.) It will include expansion of a new central plant (currently under construction) to serve the Project and to operate in accordance with the County's Zero Net Energy program.
We anticipate a Guaranteed Maximum Price (GMP) of approximately $61,000,000, excluding the optional parking structure.
